It falls straight from the bust rather than flaring, so it is the same width top and bottom.

Bust and hem are the same number. That is the cut — the skirt falls straight instead of flaring.
Watch the hip. It runs only 7in bigger than the waist. If your hips are more than that above your waist, size on the hip instead.
Sizes can be off by about ¾in. Every piece is sewn by hand.
