Go by your hips. This dress is cut narrow at the hip. Pick by your waist and it will be a size too small — a 27½in waist reads S here, but the hips that usually come with it read L.
Sizes can be off by about ¾in. Every piece is sewn by hand.

On a 5′9″ frame it lands at mid-calf. Only 2½in separates S from XL, so your height sets the length.
